Bay Bill Slot canyon is a nice slot canyon in southern Utah near the town of Kanab. It is a non-technical canyon that can be reached via 4×4 and a 2 mile hike each way and should be combined with a hike to the nearby Merwin Slot canyon which also features Merwin Arch at its entrance.

When looking around Zion there isn't a slot canyon that fits all three criteria, again not to my knowledge. In Zion there is the Narrows obviously. Then there is Echo Canyon from the bottom up, but this slot has pockets of water.
